According to the "Certificate of Baptism" received from the Church of the Annunciation, 259 North Fifth Street, Brooklyn, Frank's baptismal name was Louis Francis Reiss. His parents were listed as Francis Reiss and Maria E. Tromser. The date of birth was listed as 10/19/1894 and the date of baptism as 10/28/1894. Rev. Joseph Ernst presided and the sponsors were Louis and Lena Tromser. According to church records, the Reiss family lived at 166 Hope Street, Williamsburg, Brooklyn when "Ludovicus Fransiscus" was baptized in 1894.

According to the 1897-98 Brooklyn City Directory, the Frank Reiss family lived at 152 Leonard Street. In 1900, the family lived at 168 Leonard Street. In 1903, when his mother died, the family lived at 103 Ten Eyck Street. That was still the family address in 1909 (Brooklyn City Directory).

The LDS microfilm of Draft Board District 51, viewed on June 35, 2003, states that Louis F. registered for the World War I Draft on June 5, 1917. At that time he was living at 182 Ainslie Street, Brooklyn. He worked as a bookkeeper at Phenix Tube Co., 182 North 18th Street, Brooklyn. He brought home European coins from France, Belgium, Holland and Germany with dates ranging from 1901 to 1918. These medals and coins are now in the possession of his son, Tom, in a box labeled "F.
